Abstract. The subject of this paper is the development of a dynamic economy-wide market equilibrium model that can be used to assess impacts of pollution control policies on economic performance. The model is stated in a mathematical programming structure with pollution discharge relationships and investment activities. A complete specification of the model is presented. Some equilibrium conditions for the model are developed and their implications for policy purposes are discussed. The paper also contains comments on a possible solution procedure for such a model.
