Abstract. This study attempts to define the sociological importance of regional planning as it is currently practiced in France. By means of doctrines, projects, and above all a particular case, that of Fos-sur-mer and the Marseilles region, it analyses the nature of the government's interventions. These interventions, which affect either the setting up of productive investments or urban development, stem from the same logic, that of aid to the most concentrated industrial and financial sectors.

Urban planning is most often analysed in terms of social regulation. Our article is an attempt to show that far from producing any such regulation, the selective interventions of the government result in a broadening of social contradictions in the area of regional planning.
